iPhone App Needed-Audio over music library

Company: FSPB Inc.

I would like an app created that allows the user to run the audio-based app while listening to anything in the ipod/music library. Basically, simultaneous audio.

The app’s audio files would be about 20-60 minutes long or could be segmented into several 10 minute files. I would also like to have an in-app store, so the user can purchase more audio files for the app.

I would like an estimate of the amount of time it would take to make this app and the cost.

I have dabbled in app development, but not sure how to do this. I could get the main files from the developer and tweak the little things myself, if it would be more cost effective.
